Kein Freund, kein Helfer!
Rassistische Polizeikontrollen sind auch in Deutschland an der Tagesordnung. Vordergründig durch die Aufenthaltsbestimmungen für Asylbewerber*innen, wie die sogenannte Residenzpflicht gerechtfertigt, spiegeln sie vor allem rassistische Vorurteile der einzelnen Polizist*innen und des Polizeiapparates an sich wieder.
Wer hat es noch nicht erlebt? Auf einer Bahnfahrt kommt es zu Polizeikontrollen, nicht kontrolliert werden die Bio-Deutschen. Drogenkontrollen auf einem Bahnhofsvorplatz. Wer wird wohl seinen Pass vorzeigen müssen? Wen trifft eine Kontrolle wohl häufiger? Die Gaststätte „Deutsches Haus“, die Kneipe „Zum Jägerzaun“ oder jede beliebige Shisha-Bar?
Oft wird diese Praxis durch die gesammelten Erfahrungen der Beamt*innen gerechtfertigt. Das ist natürlich unsinnig und eine sich selber erfüllende Prophezeiung. Kontrolliere ich überwiegend Menschen, die keine weiße Hautfarbe haben, werde ich auch tendenziell mehr „Vergehen“ bei diesen feststellen, zumal durch Gesetze wie die bereits erwähnte Residenzpflicht ja extra Straftatbestände für Geflüchtete geschaffen wurde.
Dieses Vorgehen kann zudem rassistische Vorurteile innerhalb der Bevölkerung verstärken. Wenn immer nur Migrant*innen oder solche, die aufgrund ihrer Hautfarbe als Migrant*innen gelesen werden kontrolliert werden, wird doch da schon was dran sein. Die Polizei würde das ja nicht ohne Grund tun.
Diese alltägliche Schikane für BIPoC ist auch die Grundlage für die Serie von Tötungen durch Polizeibeamte an ihnen. Oury Jalloh und Laye Condé sind nur die bekannteren Fälle. Viele starben abseits der Öffentlichkeit auf Abschiebeflügen, in Abschiebehaft oder auf der Straße. Laut der Kampagne „Death in Custody“ sind allein zwischen 1990 und 2020 bislang 159 Fälle in der BRD recherchiert (Stand Juni 2020). Diese Fälle umfassen u.a. Todesfälle durch Polizeischüsse, durch unterlassene Hilfeleistungen und Todesfälle in Gewahrsam, die von den Behörden als „Suizid“ angegeben werden.
Misstrauen und Vorsicht sind daher gebotene Maßnahmen bei jeder Polizeikontrolle. Wenn ihr selbst kontrolliert werdet, bleibt ruhig und besonnen, macht andere auf die Situation aufmerksam, unterschreibt nichts und macht am Ende ein Gedächtnisprotokoll (Uhrzeit und Ort der Kontrolle, Beobachtungen, Personenbeschreibungen, Kontaktmöglichkeiten anderer Zeug*innen, ID/-Helmnr. Der Cops, Nummernschild des Polizeiwagens).
Wenn ihr Kontrollen beobachtet bietet den Betroffenen Unterstützung an, behaltet die Situation im Auge und lasst niemanden allein. Falls es zu rassistischen Übergriffen kommt, macht diese öffentlich, wir von der Polizeikontrollstelle unterstützen euch gern!
Die Polizei ist weder Freund noch Helfer. Verstrickungen großer Teile der Polizei in rechte Gruppen, Drohmails an Linke, die Nichtaufklärung des NSU und vor allem der alltägliche Rassismus machen klar: Wir können uns nur selber helfen! Solidarität ist eine Waffe!
Cops are neither friends nor do they help us!
In Germany Racial profiling happens on a daily basis. Based on legal requirements concerning the residency of asylum seekers such as the mandatory residence- which is a restriction of movement- this practice also and foremost represents racial prejudice of police officers and police forces in general.
Who didn‘t experience it? Drug controls on the platform or in front of the station, police controls on the train. Who do you think has to show their passport to the officers? In all of these cases none of the White looking passengers are stopped by police.
Often officers legitimize this practice with their own experiences. This is of course nonsense and a self fulfilling prophecy: the more BIPoC are stopped and controlled the more „offenses“ potentially are revealed which criminalizes them more. Also by laws like the mandatory residence (Residenzpflicht) more criminal charges apply specifically to refugees.
Also Racial profiling enforces racial prejudice in the population. When there’s only police controls of migrant looking people -based solely on external charactristics- then there surely has to be a reason for that because otherwise the „righteous” police would‘nt proceed like that.
The daily harassment of BIPoC accumulates in a series of them getting killed by police.
Oury Jalloh and Laye Condé are just the more known cases. Many of these killings happened aside from the limelight on deportation flights, in detention or in the streets.
According to the „Death in Custody“ Campaign- as of june 2020- there were 159 killings between 1990 and 2020 in Germany. These cases include death by police shootings, failure to render assistance and death in custody that were ruled as „suicide“ by police forces. There are nearly never consequences for the officers involved.
Don‘t trust the cops in any case of police control! If you get stopped yourself, stay calm, draw attention to bystanders, do not sign anything (!!) and write down all the details as soon as possible such as: time and place of the incident, observation of the actions, description of the people involved, contact details of other witnesses, identification/helmet numbers of the officers as well as licence plate(s) of the police vehicle(s).
When you witness police controls or police misconduct keep observing the situation, offer your help to the person(s) involved and don‘t leave them alone. If there‘s racist attacks make them public, we the inititative to control the police- will assist you!
Cops are neither friends nor do they help us! Huge parts of the police force are implicated in far-right groups, sending threatening e-mails to leftist activits, the failure to clear up the NSU scandal as well as everyday racism in this country led us to believe that we can only help each other! Solidarity is a weapon!
